Forbes McIntosh, president of Government Policy Solutions (GPS), has over 20 years experience providing full-service representation for clients at the state, municipal and county levels of government. Mr. McIntosh advises a wide variety of corporations, industry trade groups and elected officials on public policy and budget issues. Respected for his knowledge of the legislative process and his methods of lobbying by both Democrats and Republicans in the Senate and the Assembly, Mr. McIntosh assists clients by developing strategic plans, creating alliances, establishing personal relationships with key policymakers and directly lobbying Wisconsin’s legislators and state agency officials.

He has successfully guided several bills and administrative rules through the legislative process that are now part of Wisconsin law. Mr. McIntosh also leverages his knowledge and relationships to help businesses and contractors with RFP contract consulting at the state, county and municipal levels of government.

Ann Gryphan joined Government Policy Solutions in 2011 and serves as the legislative assistant and communications coordinator. She brings with her 10 years of experience working at Madison lobbying/association management firms, as well as 10 years of experience working directly in the state’s print media. She is an experienced association management professional who can help guide your organization to success.  Ann can assist your association in planning events, coordinating meetings, and meeting your members' needs.
